Family Self-Sufficiency Program (FSS)
Participants of the FSS program have the opportunity to build on financial wealth when they increase their earned income from employment. Their participation generally lasts five years. During this time, participants will work closely with a FSS coordinator to develop a personalized plan in which they try to achieve economic self-sufficiency. Our FSS coordinator works with multiple partners like the Urban League of Broward County, Habitat for Humanity, WorkForce One, etc. Upon completion of the program, FSS participants may realize economic prosperity. FSS program is only available to HCV participants.
HCV Homeownership Program
The homeownership program was designed to assist HCV renters become first-time homeowners. As a homeowner, participants are expected to pay their homeownership costs. Based on allowable expenses, DBHA will compensate the participants on a monthly basis. This program is only available to HCV participants.

Listings are available to potential Housing Choice Voucher tenants seeking apartment units, duplexes, single-family homes or townhomes in the private market. It is recommended that landlords add photos to their listing for better advertising and faster lease up!
HCV Landlord Videos
The Housing Choice Voucher program, commonly known as HCV or Section 8, is the federal government’s largest tenant-based rental assistance program. The HCV program assists low-income families, the elderly, and persons with disabilities to afford decent, safe, and sanitary housing in the private market. Housing choice vouchers are administered locally by public housing agencies (PHAs) that receive federal funds from HUD. Central to the program are the landlords who provide housing to the HCV participants. These resources introduce the HCV program to prospective landlords and highlight HCV landlords from across the country.

Delta Hofmeister, HCV Director
Delta Hofmeister supervises the HCV staff by monitoring daily operations. She is also the first point of contact for our portability department.
Betty Ferguson, Family Self-Sufficiency Manager
Betty Ferguson coordinates the day-to-day operations of the FSS and Homeownership programs. She processes the annual and interim reexaminations for all of her participants. She acts as a community liaison with multiple agencies. Her primary goal is to promote economic self-sufficiency and homeownership throughout the community.
Jean St. Juste, Housing Inspector
Jean St. Juste conducts all inspections including initial, annual, and special. He assures that all units are in compliance with HUD’s Housing Quality Standards (HQS).
Maria Moreno, HCV Processor
Maria Moreno recertifies the families and determines eligibility for all household members also process all unit transfers and interim re-certifications. She reviews lease agreements and executes HAP contracts. Mrs. Moreno is also the first point of contact in handling our client services including but not limited to landlord and tenant disputes for her assigned caseload.
